About Power Up! & project background
The Power Up! Consortium, an alliance of women’s rights organisations including JASS (Just Associates), Coalition of African Lesbians (CAL), Yayasan Pemberdayaan Perempuan Kepala Keluarga (PEKKA), and Gender at Work (G@W), is seeking a half-time Monitoring, Evaluation and Learning (MEL) Officer to support our partnership. Power Up! works in strategic partnership with the Ministry of Foreign Affairs of the Netherlands (MFA). Collaborating in a 5-year programme (2021-2025), the Consortium will engage with women human rights defenders (WHRD) and their organisations and networks to build, organise, mobilise and transform power around three strategic agendas – bodies, voices and resources. Our aims are the prevention and elimination of sexual and gender-based violence against women and girls; strengthening women’s leadership and women’s participation in (political) decision-making; and strengthening women’s strategies for economic resilience and stability, including access to and control of resources and land. Within this, the partnership focuses on ampliyfing the voices, agency and leadership of constituencies that have been marginalised in their communities and social movements (LBQ women, HIV+ women, sex workers, women workers and rural and indigenous women). Their capacity to sustain pressure and influence policies, resources, institutions, and social norms is essential to the advancement of gender equality and women’s rights at all levels and to ensure women’s greater safety in the face of increased backlash and violence. The consortium’s work is spread across 6 geographic regions (17 countries) and prioritizes Eastern Africa, Southern Africa and South and Southeast Asia.
M&E support including IATI (70%)
- Coordinate on all the monitoring, evaluation and learning activities, both the requirements from the Dutch MFA (including IATI) as well Power Up! learning agendas; ensuring a feminist approach.
- Develop/adjust and implement MEL plan and activities (inclusive of base-, mid- and end-line, qualitative and quantitative data collection methodologies) in line with the Power Up! programme proposal and monitoring framework;
- Support Consortium partners to adapt and improve their MEL systems to support Power Up! learning and reporting.
Use of MEL data for Learning and Advocacy (30%)
- Provide the Programme Coordinator, the MEL and Communications working groups with timely and accurate information to be able to steer the programme where necessary, support collaborative learning & decision-making and document the process for internal reference.
- In coordination with the Power Up! MEL working group, supporting and training programme teams to implement the Power Up! MEL framework (based on feminist MEL approaches, inclusive, and age disaggregated, data collection methodologies and tools) and ToC;
- Supporting partners in the implementation of the Power Up! MEL plans, including in holding of trainings/supporting programme teams and local partners on IATI, and on feminist MEL methods for data collection, sense-making, reporting and learning;
- Collating indicator totals (+ accompanying explanations), and analysing the MEL data to facilitate reporting in IATI (managing the publication tool and uploading) and disseminating aggregated results at programme level;
- Support the MEL working group in revising and maintaining a robust yet adaptable MEL system, including developing templates for the data collection tools;
- Supporting the Programme Coordinator in organizing mid-term and final evaluations for the programme (in close cooperation with Power Up!’s Coordination Committee); and;
- Ensure data integrity of our evaluation work in our database and manage the tools and systems needed for tracking and reporting Power Up!’s performance;
- Participate in MFA trainings, meetings and webinars related to MEL to ensure relevant information shared with partners and identify areas where Power Up! can influence/contribute to the MFA learning agenda.
- Engaging with other Power of Women consortia to cross-pollinate and collaborate.
KNOWLEDGE, SKILLS & ABILITIES
- Minimum 4 to 5 years professional relevant working experience in the area of evaluation and learning within an international setting, including developing indicators, outputs and assessing outcomes; feminist evaluation experience a plus.
- Proven ability and experience in overseeing multi-actor MEL processes and systems;
- Experience publishing of results on data platforms; using IATI platform preferred;
- Proven ability to build and maintain effective relationships;
- Strong ability to work both independently and as a member of a (small) project team;
- Strong project management skills;
- Excellent research,analytical and critical thinking skills;
- Strict attention to detail;
- Ability to take initiative, contribute actively to collective decision making, communicate effectively across a diverse environment and different time zones, and to organise complex work streams efficiently and effectively;
- Fluency in English required;
- Interest and ability to travel to Power Up! countries occasionally;
- Passionate about feminist and women’s rights work globally.
