Liberia Report Eng


In 2019, LBTQ activists met in Togo, Lome to conduct research on the access to justice for LBTQ women and other vulnerable groups in Liberia. The research project was intended to be the beginning of a process of documenting issues affecting LBTQ women and other vulnerable women and girls in accessing justice in Liberia.


This initiative seeks to advocate for justice and social change in one county in Liberia, Montserrado, where members of the LBTQ community and other vulnerable women and girls experience hate crime as the result of their gender and sexuality.

We hope that this research work will inform CAL’s and other interested organisations’ advocacy work in Liberia and that, it will contribute towards the enhancement of access to social justice for social reform in Liberia. Specifically, the research was conducted to understand the challenges LBTQ women and other vulnerable women and girls are faced with regarding access to justice. Another aim of the research was to strengthen the work of access to justice in Liberia for LBTQ women and other vulnerable women and girls by gaining an understanding of the situation for LBTQ women in accessing justice.

The outcome of this research indicates that in Liberia LBTQ women have limited access to justice due to the lack of a properly functioning justice system, stigma and discrimination against them partly or entirely because of their sexual orientation and gender identity/ expression. They are bullied and harassed at police stations and abused by law enforcement officers across the country.

LEGAL hopes that this research will contribute to our existing body of work done in Liberia with selected law enforcement officers and that it will help in advancing the much-needed discussions and interventions in the country, towards improving access to justice for LBTQ persons in Liberia.

This report has been structured into three main parts. Part A contains a brief introduction and overview of the study, and the report’s structure. Part B is on the Methodology of the research conducted, outlining the approach used in conducting the study, location of the study, data collection and presentation. Finally, part C presents the research findings, recommendations and conclusion.
